Followup: Welfare Check on the Eagle Road Overpass

The following info was pulled directly from the Affidavit of Probable Cause for the arrest of Grant Adkins:

“On 1/2 at approximately 1840 hours [6:40 pm], I responded code three (emergency lights and sirens) to the area of the Eagle Road overpass reference a welfare check.  Upon arrival i observed a male walking across the eastbound I-84 on ramp.  after stopping and illuminating the subject with my vehicles spotlight the male was across a fence and walking towards S. Rackham way.  As I drove north on S. Rackham way i observed the subject walking eastbound on the roadway near the 12oo block of S. Rackham Way.  I contacted the male, who i recognized as Grant Adkins from a previous call for service in the area, near the Warm Springs suites Hotel.  I detained Adkins in handcuffs, which i checked for tightness and double locked.  Adkins had glassy/bloodshot eyes and the strong odor of an alcoholic beverage emitting from his person.  Post Miranda warning, Adkins admitted to consuming 1 beer and 1 mixed alcoholic beverage approximately two hours previously.  I transported and booked Adkins into the ada county jail for pedestrian under the influence of alcohol.”

This isn’t something we normally cover as it’s not a felony and the trooper seems more concerned with keeping Atkins out of harms way than punishing him.  Most public intoxication charges are actually done for this purpose.

We are covering it because of the large police presence it caused on the overpass.
